I've just started working on a website and I'm using a site builder I got with hosting, I can only input HTML in a certain main text area but I want to place a banner in the top space on my header under the text http://www.eyeball-tv.co.uk .
Do I use HTML or CSS for this and if anyone could help me out I'd be really greatful.

Urgh! The mark-up behind the appearance of the page is horrible. That's a site builder that uses tables to achieve layout - wrong! Oh, and there's no DTD, so the browser will be in quirks mode!
Anyway, as already mentioned - the <img> tag - you've already got plenty of them in your existing mark-up. Do View Source and look for them.
When you've finished drafting, scare yourself and run the Validator [1] over it. I did and found 53 errors and 2 warnings - to which I add my own warning - learn how to do mark-up raw, not with some naff online editor.
